‘IRYNA’S LAW’: North Carolina state lawmakers passed a criminal justice package named after a Ukrainian refugee who was fatally stabbed on a Charlotte train. The bill now heads to Democratic Gov. Josh Stein’s desk to be signed into law or vetoed.
